Is layering and masking the same technique??

Absolutely not, two completely different things. Layering is building up layers of different papers and card stocks to "frame" your image. Masking is stamping an image, then stamping it on something like a post-it note, cutting it out, adhering it to your original to cover it up (mask it) so you can stamp something else right next to it. You can search for masking in the stamping 101 forum and find lots of info. HTH

Masking is also done to create "color blocking" like this card by princess ink. Gallery at Splitcoaststampers
Or, I did masking on this one to eliminate most of the image, keeping only the apples for the little tags.

Red face masking

I use masking alot esp to put in a background after stamping and coloring my image ...when you finish with the mask put it in the set with the stamp so it can be reused...DD
