I have several of the label sets as those are my favorites however, I think it's time to some regular sets.
Which should I start with, circles, rectangles, or long rectangles? I'm not big on ovals and for now squares aren't that hard to do with a paper cutter, even if I can't emboss the edge that's ok with me.
Out of those three which do you reach for more often?
I use circles and ovals most, I didn't squares for a long time. I like the embossing, but at at least you can always cut squares and rectangles easily yourself.
If you definitely want them for layering with scallops, consider whether you want a wider or narrower gap between your and your scallop layer. This will apply regardless of whether you get the petite, classic or now the larger scallops.
For example, I like a narrow gap, so I just bought the large scallops in both oval and circles, and although I have both sizes in the plain, I've never felt the need to get the smaller sets in the scallops.

I asked this same question here on this forum two years ago before I bought my first set. Now I have all the basic shapes, with their scalloped companions, and eight sets of the labels.
Which set you should get first really depends on the type of images you use, but I can say that the ones I find most valuable to me are the circles followed by the ovals. I really don't use my rectangles as much.
If you sign up to be a VIP member of Cut At Home, you get monthly 40% off coupons. This is a great deal if you buy the four set packs (like the small and large circles and small and large scalloped circles all together). Each month you can add to your collection so eventually you will have them all. Another great place to get nesties that has very good prices and low shipping is the DoodlebugShoppe on ebay. I have bought my last few sets from her. Pm me if you want the direct link for that.
I agree that you can easily cut rectangles too. I would get the classic circles and scallop circles! Or, just get them all and cut out the decision! LOL
Good luck
