I had already the dry pastel bg on my desk, I tried to use dry pastel with the water color with powders technique but it's not a good idea, I cut a piece from this sheet and stamped the wall bg over, I had also a left over from an alcohol blended BG and die cut my hot air balloon out of that left over, glued it onto acetate, and used foam tape to make dimension.
I distressed the borders with my fingers and inked the borders with dark brown pigment.

I don't think dried pastels works for that because they don't really dissolve in water, but - if you fill a shallow dish with water and scrape the pastels over the top of it, you can carefully dip a piece of card in, like marbling, and lift it out. That gives quite a good effect. Probably similar to what you have here. What a lovely balloon die that is.
